Interesting article Rabbi , Thank You

Michael-

In this case I would not give the money. The concept of being an enabler also comes in to play when giving charity. Generally I try and give someone food which is the best thing to give them. If you give someone money and they spend it on beer you are not helping them you are hurting them .

Many people do not have a problem working or getting money, the problem they have is budgeting the money. Many non-profits provide free financial services, In fact QChabad hosted just such a class which was very helpful. I would like to see them have more programing to help college kids make a budget, which of course would include a donation to one of those charities that use direct mail solicitations

Within the past year, my shul joined an initiative started by the Vaad Harabonim of Queens to require shluchim to present a te'udah (certificate) in order for the shul to give money from the tzedakah placed in the shul's tzedakah box. One day, a man came to our shul to collect, but A) did not bring a te'udah (and therefore was not given any money collected by the shul), and B) had a history of making up stories about his cause. What should one do in such a situation?
